On April 21, 2010, we were granted this most coveted award by all Philippine Recruitment Agencies, as awarded by the President of the Philippines at the Malacañan Palace in Manila.

Receiving the Presidential Award of Excellence
The Presidential Award of Excellence stands as the pinnacle of recognition for licensed overseas recruitment agencies in the Philippines. It is the highest distinction in a three-level awards program established under Proclamation No. 1519 (2008), designed to honor agencies that demonstrate the utmost commitment to ethical recruitment and the responsible deployment of Filipino workers abroad.
How the Three-Tier System Works
Earning this award is no small feat. An agency must progress through three levels of recognition:
Top Performer Award — An agency must first receive this award three times before advancing to the next level.
Award of Excellence — After qualifying, an agency must achieve this award at least five times to move forward.
Presidential Award of Excellence — The highest honor, awarded only to agencies that have proven excellence at every preceding level.
Each stage involves a rigorous assessment by the Philippine Overseas Employment Administration (POEA/DMW), conducted on a four-year cycle.

Volume and quality of workers deployed
Management strength and recruitment capabilities
Adherence to recruitment laws and regulations
Industry leadership and contributions to overseas employment policy

Raymond Everett Wilmarth, PhD., attained his educational degrees at Bryant College (Smithfield, Rhode Island) and Boston University (Boston, Massachusetts) in the United States of America, as well as Quezon College and the University of Santo Tomas in the Philippines. His college and post-graduate degrees earned were AB Mathematics, BSE Economics, BSE Education, MSBA Economics, and PhD Economics, where he had garnered the Highest Honor Award for Achievement with his name permanently inscribed on the Honor Roll of Outstanding Achievers in the Hall of Fame.

1954–1970 – Manager of Industrial Relations, Caltex, Inc. (Philippines); established labor policies, negotiated agreements, handled grievances.
1970–1993 – Retained as Labor & Industrial Relations Counselor, Caltex.
