Raymond E. Wilmarth, PhD. Founder, 1972
Raymond Everett Wilmarth, PhD., attained his educational degrees at Bryant College (Smithfield, Rhode Island) and Boston University (Boston, Massachusetts) in the United States of America, as well as Quezon College and the University of Santo Tomas in the Philippines. His college and post-graduate degrees earned were AB Mathematics, BSE Economics, BSE Education, MSBA Economics, and PhD Economics, where he had garnered the Highest Honor Award for Achievement with his name permanently inscribed on the Honor Roll of Outstanding Achievers in the Hall of Fame.
IPAMS is born
When Dr. Wilmarth retired from Caltex, Inc. in 1970 after 16 years of exemplary service, he was requested by Caltex to remain the Company's Counselor for its Labor Relations and Industrial Relations. From this, Dr. Wilmarth set up Raymond E. Wilmarth & Associates on June 1, 1970, his own Industrial Relations Counseling Practice. He then established INDUSTRIAL, PERSONNEL, AND MANAGEMENT SERVICES, INC. (IPAMS) in 1971, which he incorporated in 1972, and expanded the operations into overseas and local placement of executives. The Company then moved on to higher grounds globally with the placement of Filipino professionals in various fields of expertise, as well as Employee Relations and Re-Contracting Services.


Dr. Wilmarth led IPAMS as President from 1972 to 1991, and when he had retired, the Company retained him as President Emeritus Chairman of the Board from 1991 to 2001. In his lifetime, he remained active in the channeling of goals and enforcing the vision of IPAMS into reality. He took the Company under his wing full-force, and brought IPAMS forward to what it is today. His outstanding business ethics, values, strategies, and key tools which he had infused in IPAMS, to this day, are sustained by the Company.
Military Profile
Dr. Wilmarth completed military training at the Battery Officers School at Ft. Monroe, Virginia in 1932, and accomplished further training at the Field Officers School, Ft. Monroe in 1941. He also completed education at the Command and General Staff School at Fort Leavenworth, Kansas in 1943. He entered the Army of the United States of America in 1940, and attained the military rank of Major. He was promoted to Lt. Colonel in 1942, and became Colonel in 1946. In his war assignments, he became Commanding Officer, Army Defense, in Boston and Chief of Gunnery in Ft. Bliss, Texas. He was also assigned to the US Army Staff Corps and was awarded Bronze Star for Outstanding Organizational Accomplishments and Meritorious Service, as OIC of Organization Southwest Pacific. Col. Wilmarth arrived in the Philippines during the Philippine liberation in 1945 with the General Staff Corp of General Douglas MacArthur.
Industrial background
During his military schooling, Dr. Wilmarth entered Brown and Sharpe Manufacturing Co. (USA) as time study man in 1933, making time studies and determining wage rates. He became Head of Industrial Engineering and Wage Incentive Department and Time Study Department in 1939. He left on September 14, 1940 to enter the Army of the United States. After his military services, Dr. Wilmarth worked in Muller and Phipps Manufacturing Co. (USA) as Assistant General Manager, and handled statistical analysis and preparation of management control reports, preparation of new products, and analysis of sales and making sales forecasts. A natural-born academician, Dr. Wilmarth chaired as Dean of the Graduate School at Quezon College (1951-1953) and held the position of Professorial Lecturer at the Graduate School of the University of Santo Tomas (1953-1972) in the Philippines. The late Philippine Presidents Ramon Magsaysay and Diosdado Macapagal were some of the students he had taught in Graduate School. On October 1, 1954, Dr. Wilmarth entered Caltex, Inc. in the Philippines as Manager of Industrial Relations. In his time, he established and implemented all Labor Relations policies, including negotiations of Collective Bargaining Agreements, Investigation and Settlements of Grievances, Government Labor Relations and all related functions. He retired on May 31, 1970, and yet, was still retained as Labor Relations and Industrial Relations Counselor until February 29, 1993. As part of his civic duties, Dr. Wilmarth held the position of Director, Executive Vice President and Member of the Executive Committee in St. Luke's Hospital, Inc. in 1975 to 1995. Illustrious Dr. Raymond Everett Wilmarth was also an active member of the Supreme Council of the Scottish Rite of Freemasonry of the Philippines and held the highest position as 33rd and Last Degree Sovereign Grand Commander. On March 15, 1991, he was awarded the Grand Cross Court of Honor for his signal services and extraordinary merit.
